These old platforms are set, they're no longer developed, and their specs are known. Sometimes people produce new peripherals but they're largely to replace required aging components like disk or tape drives with SD cards, etc. As a result of this it no longer becomes "Who has the fastest CPU and video card?" It's all about what limits you can push on this limited hardware? Even knowing that the original creators didn't expect 3D spinning cubes and using their audio chips to playback WAV-audio.
